When a dialog contains many groups and widgets, at the openning, there is no vertical scrollbar allowing to access the unvisible elements. If a refresh is done for example by collapsing and re-expending a group, then the scrollbar appears.

Sample project to reproduce the issue

Steps to reproduce:
1. Import the attached project.
2. Open the session and the single diagram inside.
3. Double-click on the green class on the diagram (the only element on it): a very tall dialog window should open. Unless you have a very high resolution, the dialog should be taller than your screen. If that's not the case, close the session, open the VSM and in the "Open Properties Dialog" double-click tool create additional copies of "GroupX" elements (don't forget to add them to the page).
4. Try to scroll inside the dialog to reveal the hidden parts: it does not work (KO).
5. Collapse one of the sections, and try again to scroll: still KO.
6. Expand the section you collapsed and try again to scroll: now it works.

This fixes the issue for dialog. @Mélanie, do you remember if you tried the "wizard" case too? It's not mentioned in the original report.
