Please create the microprofile-metrics github repo.  No content (yet).  Base the initial settings off an existing microprofile repo such as microprofile-bom, including the use of the Apache 2.0 License.  Thanks.

Not sure if I can adjust the Importance, but I just verified John's findings and we don't seem to have write access to this repo.  Thanks for your prompt response to this request.
