The VM arguments are linked to the JRE. When you want to run a JRE/VM, it's
likely that you want to configure it.
I think the VM arguments should be move to the JRE tab

And the program arguments could be moved to the "main" tab.

The issue is that the JRE tab also has room for VM specific UI.
