When starting eclipse with Eclipse.exe, you get two console windows everytime 
you start J9 out of eclipse.
This does bot happen when starting Eclipse from a bat file.

Is this a J9 issue, a eclipse.exe issue or the J9 runner?

This is a J9 issue - it does not provide a version of "javaw" that allows 
running a VM without a console window.

Using the latest J9 drop I no longer get dos windows.
