Sorry, but I have no other option. The webmaster doesn't respond to my mails. So I use the bug tracker.

Problem:
We have no longer access to eclipse.org. We always get a timeout. Are you blacklisting our ip adress range? If so, please unblock the ip adress range. Our developers urgently need access to eclipse.org.

The webmaster is usually quite busy. Adding a bug is the way to go. 
I moved your bug to Community Website.

I suggest you to mention the IP address that you think is blacklisted.
