I have just tried to file a new CQ for the Capra project. Once I have entered all the data, reviewed it, and click on "submit", a generic error message is shown, indicating that there was an error and that I should "try again later". It shows a large Eclipse logo as well as a link to projects.eclipse.org. The CQ was not filed (at least it does not appear in the list of CQs for Capra and I can't find it when I search for the library in IPZilla).

Thanks for letting us know.  I've checked the queue and I do not see a CQ filed today for Capra.

Just tried again. The URL is https://projects.eclipse.org/projects/modeling.capra/ipzilla/ajax/add/summary and the message I get is:

wiki.eclipse.org was misbehaved, affecting other sites. We've since addressed the problem.
