Bug 498428 added "Run to Line" on Ctrl+Alt+Click in the annotation ruler.

Unfortunately, Ctrl+Alt+Click in the line number ruler doesn't do anything except for setting the caret position (like a Click without modifiers). 

Since double-click already works in the line number ruler (Toggle Breakpoint), it would be good to be consistent and support "Run to Line" as well.

Unfortunately this collides with bug 40889. For the inconsistency see bug 230073. Making an exception for the Ctrl+Alt+Click combination is not really possible because the shortcut is defined in jdt. Also at least Shift can be used for selecting lines and redirecting some click combinations to ruler and some to the document is even more confusing.
