The February release for accounts.eclipse.org will include the following functionality:
- Edit my account
- Create an account
- Reset my password
- Sign/Revoke a ECA

With this said, dev.eclipse.org/site_login will be redundant and should be removed.

I will start with a patch that will remove code that is not needed anymore and I will also create redirect to important pages.

For example, 
https://dev.eclipse.org/site_login/password_recovery.php should redirect to https://accounts.eclipse.org/user/password
