combo with read only option

Using a Combo on Eclipse Oxygen behaves differently regarding sizing if the SWT.READ_ONLY option is used.

When the read-only option is used, the drop-down is only the width so as to hold the longest item in the list. This doesn't look right.

When not read-only, the drop-down is the full size of the combo based on the layout (e.g. it might be stretched much longer than needed to display the elements). In this case, the elements have space on the end to make them match the size of the combo drop-down.

Is this in Oxygen only? This code hasn't been touched this cycle. It's a trade-off done for bug 438992.
