Code-assist only works when the file displayed in the editor is write enabled. 
It would also be desirable for code-assist to function during code reading
exercises,  irregardless of a file's read-only state.

Code assist helps you write code. What would be the use cases for your feature
request?

Code assist helps me to read code by providing 'inline' information about
objects referenced in the source that I'm reading. Without code assist I have to
open a referenced object's source file, an act that generally helps me to lose
my place in the original source file.

You can get the same information by
- hover ( -> Javadoc)
- Ctrl + hover ( -> shows source in hover)
- Javadoc view
- Declaration view
