JavaCore.run locks the whole workspace. There's now support to pass a scheduling
rule (see ISchedulingRule and IResourceRuleFactory) which reduces the locking
scope of the operation.

JavaCore should offer to pass a scheduling rule.

IProgressMonitor monitor)
