See screenshots.
The debug perspective button shows the 'package' symbol. Then I pressed it, it turned into the 'menu drop down' symbol.

I remember we had similar bugs already before, and I remember this was something Windows specific: Frank, can you please check bugzilla for the solution?

It must be very new, as it is not yet fixed in M4.
I tried to find "icon", all windows platforms, in the last year, on Eclipse Platform.

Project Icon

Not only the perspective icon changes, now also a "project icon" changed from Java project to VBS icon.

I found the bug 469822 which was also for Windows 7, so this is unlikely something new in 4.7, but rather something Windows 7 specific. I wonder if you can reproduce it always or only under heavy load or after a long running Eclipse?

Can you reproduce it with a particular Eclipse build only, or does it appear also with other Eclipse builds? Have you tried "plain Eclipse SDK builds" from http://download.eclipse.org/eclipse/downloads/? Does the problem disappear after reboot? Have you something "unusual" in your setup (thin client, vnc, rdesktop, Virtual Box environment)? HiDPI? Was the problem always there or started after some update etc?

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet. As such, we're closing this bug.
