I've recently reinstalled Eclipse and faced fiwth new SVN provider (Native Java HAL 1.9.3 Linux)
I have several svn projects. If I open one of them, Label decorations stop working in the whole project explorer. It seems like thread, which create labels stucks somewhere. If I close this project it's icon stays opened and labels stop working.

This project, which causes hangs uses svn:ignore a lot (includeing regexps), maybe this causes troubles

I've found the reason!
There was fifo file in project. Reading this file causes blocks if noone opened it for writing. Subclipse MUST NOT READ FIFOS (mkfifo aka pipe)
