To reproduce:
- Open the navigator view in a fresh workspace
- Open the problems view
- Notice that it is impossible to drag the problems view such that it appears
below all other views and spans the width of the window. 

The expected behavior would be as follows:
- When dragging a view onto the window border, a view can be dropped onto the
edge of the window. Currently, the window border is an invalid drop target.

This occurs in Eclipse 2.1 and all streams of Eclipse 3.0
