Make workspace builds more scalable. Owing to the build-all-projects-one-
project-at-a-time nature of incremental project builders, large workspaces can 
take a long time to build when there are extensive inter-project dependencies. 
The build mechanism needs to be more scalable in such cases, possibly by 
introducing builds scoped to working sets. [Platform Core, Platform UI, JDT]

Being able to build a working set is now available as of M8.
