The "Oops" page is served from a separate server when our load balancer cannot contact any of the primary servers. It really shouldn't happen often but it seems lately it comes up frequently for Wiki/Hudson, which are on the same set of servers. The reason for the Twitter feed is that it's the same Oops page served if www.eclipse.org is down, so it allows us to reach our audience and deliver a message. Ultimately, we're working on improving service from Hudson and Wiki to reduce the frequency of this page, so I'll close this particular issue as WONTFIX.
