Mikael Barbero checked it and currently it's owned by eclipse.platform project which makes it hard for releng to improve it. As it's even named releng repo I assume this was mistake not noticed by now. 
Dani, is there any reason to not transfer ownership?

Frederic, would you please take care of changing ownership of http://git.eclipse.org/c/platform/eclipse.platform.releng.buildtools.git/ to eclipse.platform.releng project so releng group can do their job.

There are some other obsolete repos still under platform. but we donot need them any more

I still can't push https://git.eclipse.org/r/#/c/85195/ . Do I need to submit new gerrit review or there is some change in gerrit required too?

Frederic, maybe there is some configuration/permission on gerrit that needs change too. I'm still not able to submit (e.g. https://git.eclipse.org/r/#/c/85202/).
