1. Drag a file from the workspace root into a folder.
2. The file navigator refreshes to reflect its new place.
3. Drag the file back outside into the workspace root.
4. No refreshing is performed but the file does disappear from the original folder so it almost seems as if the file has been deleted. Thankfully, this isn't actually the case.

I just did this and it worked.
