CharArrayUtils serves essentially the same purpose as CharOperation. We should merge the former into the latter and eliminate any duplication.

Maybe. This is a low-priority change so I haven't been checking the builds too frequently and - unfortunately - every time I've tried to actually check the build output to see the error messages, the build has already been purged.

Eventually I'll catch a build log before the server purges it and at that time I'll try to figure out what the failures mean.

The few failures I *did* manage to catch were issues with the build servers rather than the patch.

@Jay, despite your +1, with newindex on hold (should I say hibernated? ;p), do you mind closing this as WONTFIX? The change hasn't seen a single successful build.
