Because of that "loading" the metamodel you might want to refer to requires that you create a Diagram/Table/Tree Description and that you use the UI there. Then you can select the EPackage in the properties views description

Yhanks for your detailled bug report. This issue will probably be fixed in the next major release of Sirius (5.0, with Oxygen Eclipse Release train)

Steps to reproduce: 
- open the attached odesign
- click on the Properties view description
- The meta models tab should be available with the same UI / Behavior as the meta models tab used to edit the metamodels of the representations
