When I create a Gerrit for windowbuilder it is not added to the bug automatically.

https://bugs.eclipse.org/bugs/show_activity.cgi?id=502397 leads me to believe genie added the Gerrit to the See Also but there may have been a comment collision.

We can't auto-detect those. But regardless, genie doesn't need to be "activated" for any specific project.
