Enter URL eclipse.org/downloads/packages, then from list of Packages, select Neon. The Neon version downloaded is the oldest available, version 1, not the most recent, version R.

Neon.1 is the latest and greatest release in the Neon stream, released today, and the successor of the Neon release in June (sometimes called Neon R).
