When I go to https://repo.eclipse.org/ the site hangs as "Loading Nexus UI..." for me. Does the server need a restart?

It came in OK for me.

Yes. I was able to get it working after a couple reloads. Sight. Might be an issue of bandwidth saturation?

Probably.  I just added an extra 100Mbps -- allocated to you, specifically!
