Steps to reproduce :
With a diagram and a Sirius 4 Properties View.

- Select an element on the diagram
- Resize the properties view in a way to make appear the vertical scroll bar
- scroll the view down
- Select an other element of the same type on the diagram (at this point the properties view is still scrolled down)

Now the user feels like he can clic on a widget in the properties view but doing so will refresh the properties view to the top, letting the user scroll down again to find the widget he wanted to reach.

Fixed in the EEF runtime via
* bug #501492 for EEF 2.0 (to be released in Oxygen with Sirius 5.0);
* bug #513967 for EEF 1.9.1 (to be released soon with Sirius 4.1.5).
