In order to facilitate an easy installation of the end-user tools, we should provide respective features that bundle the necessary code as well as the user documentation.

I added respective org.eclipse.gef.cloudio.user and org.eclipse.gef.dot.user features. Pushed changes to origin/master. Resolving as fixed in 5.0.0 M2.
