tooltips consistently are too low to read the full message.

*All* tooltips? We have lot of places where tooltips can be shown. 
One can't understand the context from your small screenshot. 
Anyway, I guess this SWT issue on that specific GTK or desktop.

If you are using specific GTK3 theme, please try to switch to Adwaita (default one).

I believe this isn't actually a tooltip, but a widget that's been made to look like one with Control.setRegion().

At any rate, there have been many fixes in this area since 4.6. Please try with 4.8/GTK3.22 and reopen this ticket if the issue is still there.
