Sorry for overtaking. The changes in TextMergeViewer were released at an inconvenient time (best time for such changes would be on Monday).

We typically wait with such adoption commits until changes in other components are available in an I-build. This strategy avoids forcing everybody to have the whole world in source. The downside is that problems may show up in N-builds until then.

NP, I monitor N-builds and don't care whether mine or other patch and at which day of week it gets in as long as we get cleaner and easier to maintain codebase.
