Discussed in https://bugs.eclipse.org/bugs/show_bug.cgi?id=494816.  In short, some setups of Orion need to hide features which are not directly related to editing and run bar is one of them.

The change has been applied manually. We are not in a position to accept Github pull requests. Our Github repos are just mirrors right now.  We are going to eventually move our development to Github instead of git.eclipse.org (see bug#496941).  In the mean time, patches have to be submitted through Gerrit (git.eclipse.org/r).
