Created attachment 262844 [details]
illustrating spacing issue

in Console View between toolbar and actual view area there's at least one empty row wasted that is not nevessary.
it doesn't matter whether the view is to small to accomodate both the text and the toolbar, but is always there, despite the view usually being wide enough.

see attachment, the space is between the "No console to display at this time" and the icons, ideally it should on the same row as the icons, but at least with much less top padding.

Looks like in GTK there is a problem computing the size of the toolbar.

I can reproduce a similar layout, with a different windowing system, when I decrease the width of the view. see image: http://i.imgur.com/5Ttphse.png

Moving to SWT as it looks like a GTK issue

P.S. Could you please tell us which version of GTK you're running ?
