If the "Is Enable Expression" of a reference widget is valued to 'false', the scrollbar of the widget is also disabled. From my point of view it should not.

This was actually fixed indirectly by the same commit that fixed bug #498063.

Sample project to reproduce the bug

Steps to validate:
1. Import the attached project, and open the sample.aird session.
2. Either in the Model Explorer or the diagram, select class A.
3. The properties view should show a list with all the 10 attributes of the class. The list and associated button should be disabled, *but* (and that's the point of this ticket), it should still be possible to scroll inside the list to see all the attributes.
