The Team plugin must listen to deltas on the .depolments file since new 
deployments can come during an update from the repository

If this is supported, then each time the project is loaded, the resources will 
be conflicting additions unless the sync state is persisted in the repository 
as well.

The above could be handled either by persiting the sync state or by providing 
an operation that will compare the local contents with the remote contents and 
makr all those that are identical as in-sync.
