1. Select a file
2. Select Tools > Reload With

The UI should be changed so that it's not as long and the user can scroll to the bottom.

We should only add the most used encodings to the menu (UTF-8, UTF16-LE, maybe iso-8859-1) and have an "Other" item that opens a dialog with the full list.
