While checking out the possibility to provide a plain text mirror list I found out that "download.php" already has the idea of it.

However the included file "content/en_mir_list_plain.php" seems to be missing, resulting in an "always empty" plain text mirror list.

I made a patch in gerrit. However I am unable to test it.
