This bugzilla is here to have a new action in tabbar to reset diagram to its default filters.
Default filters are filters provided by the default concern when there is a default concern specified in corresponding diagram description.
If there is not default concern this action will not appears.

Sample project to validate

Scenario to validate:

1. Import the attached project
2. Create a "new Bug490384_DiagWithConcern" diagram and check that "Reset to default filters" action is here in the tabbar in filter drop down button, but disabled
3. Enable a layer, now the "Reset to default filters" action should be enabled and using it should set filters in same state as at diagram creation
4. Create a "new Bug490384_DiagWithoutConcern" diagram and check that "Reset to default filters" action is not there.
