Currently to add or remove a project from a module, you must select load the 
CVSROOT module from the HEAD stream, edit and check in .modules.

It would be really nice to have a user interface for creating and modifying 
modules.

This bug has not been touched for 2 years. Closing as WONTFIX. Please reopen if 
you feel this is still an important issue.
