The AbstractFXOnDragPolicy should be removed as it does not provide much functionality on its own and it distracts from the intended API usage (one policy can implement a number of interfaces).

I removed the AbstractFXOnDragPolicy. The code is published on the master branch, therefore, I resolve this ticket as fixed for 3.11.0M5.
