With Eclipse Mars we increased the Java version requirement in the in the eclipse.ini and in the product definition to Java 1.7.

I propose to increase the version requirement again in all packages for the Eclipse Neon release in 2016, this time to Java 1.8.

In a long discussion on the epp-dev mailing list [1] a lot of good reasons for this increase were given. With the decision of the Eclipse PMC on August 5 [2] important parts of the platform will require at least Java 1.8 - those parts are included in *all* packages.

A summary of the reasons have been assembled by Eric in the wiki [3], and the installation description [4] has been updated.

The change includes the following changes in the eclipse.ini of all packages:

- set osgi.requiredJavaVersion=1.8
- review and remove XX:MaxPermSize paramater
