When executing the 'CreateRepresentationCommand' on a modeling project where the created representation`s viewpoint is not selected, the command creates a representation without selecting the viewpoint.
However, the representation is not usable, e.g. the palette is empty.

I`d expect the command to fail (or select the viewpoint).

This issue has been handled in bug 486330 in commit
