The CModel needs to take its parsing mode as a user preference. The default 
preference would be the quick parse mode. However, it could be built with 
other parser options upon request, such as the complete or the complete with 
no function bodies parse mode, for example.

What if the user has the setting to use STRUCTURAL_PARSE and they haven't 
entered include paths?  Do we not display an outline view?  

This feature requires a bit of thought ...

The UI is in place. We just need more testing (JUnit, performance, etc...)

All JUnit tests for Structural parse are in place.
All we need is:
(1) performance testing.
(2) Proper documentation.
