While circular dependencies in 'Java Build Path' are reported as warnings
(or errors), those, introduced by 'Project References' are not reported.

As 'Project References' is taken into account when calculating the project
order (IWorkspace.computeProjectOrder()), it also should be reported the
same (with a hint from where it comes from) as the other ones.
(Also don't forget to report missing projects in that context.)

Also JavaDoc of IWorkspace.computeProjectOrder() should give a more detailed
explanation on what configuration is influencing the calculation.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet. As such, we're closing this bug.
