This bug is not always reproducible but occurs very often.

When I switch to another source editor and grab the scrollbar and pull it down, it can be very slow, moving less than my mouse. If I regrab it again, it works just fine.

GTK3 SuSE Linux 13.1 here.

Ok, this seems to be a GTK3 feature.

If you hold the mouse still for a second or so before moving it after grabbing the scrollbar, it starts some slow mode.
