In Mars we no longer publish the Delta Pack on DL, page (to avoid redundancy). But, while not on page, we still generate it. 

We should remove all related scripts, for both simplicity, and to save a few seconds from a build, and to truly avoid redundancy.

I have just now opened bug 488667 as the "PDE part" of whatever work needs to happen due to this removal.

That commit fixes the "remove from build" part of the issue. 

Since we still want to test the delta pack in bug 488667, I have temporarily added some code to our "production tests" to create the delta pack "when needed".

I will have to think more about how to incorporate that same concept in the PDE tests themselves, but thought this was a way to make progress.
