When creating a new RAP project from a template while the target platform is not a RAP target platform, the New Project wizard offers to install a RAP target platform. On OK, the Target Installer dialog opens, but its OK and Cancel buttons are unresponsive. When clicking on the New Project wizard, which is still open at this point, the wizard is moved to the top, covering the Target Installer dialog.

At this point the IDE is completely frozen and can only be killed.

Maybe the issue is related to two modal shells locking one another?

In 2.3 the wizard is already closed with this dialog appears
