Package documentation has to be added for all exposed GEF4 packages via package-info.java files. The Common and Geometry components already contain package.html files which should be replaced by corresponding package-info.java files for a consistent package documentation.

I added the package-info.java for the Common, Dot, Geometry, Graph, FX, and Layout components, as well as MVC, MVC.FX, and MVC.FX.UI modules. Therefore, the package-info.java file has still to be added to the following components and modules: Cloudio, MVC.UI, Zest.

The missing package-info files within Cloudio, MVC.UI, and Zest were added in RC4 of 3.10.0. Resolving as fixed though.
