It's not possible to sign the CLA over this link. 

"Please read this CLA carefully before accepting its terms. By accepting the CLA, You are agreeing to be bound by its terms.  If You want to accept this CLA, complete the form completely, print a copy for Your records, and when ready, press the “Accept” button at the end of this form."

There is no "Accept" button at the end of that form.

Please read the text on the side of the page, which says: 

    To complete and submit a CLA, log into the Eclipse projects forge 
    (you will need to create an account with the Eclipse Foundation if you 
    have not already done so); click on "Contributor License Agreement"; and 
    Complete the form. Be sure to use the same email address when you register
    for the account that you intend to use when you commit to Git.

To sign the form, you first have to create an eclipse.org userid and be logged in.
