GEF4 Graph component needs some polishing w.r.t. to javadoc and developer documentation in the wiki.

Especially the developer documentation at https://wiki.eclipse.org/GEF/GEF4/Graph needs care, as it is pretty much non-existant at the moment.

As there is only a single package, for which javadoc is generated, no overview-summary.html gets generated. Updated the toc.xml to point to the package-summary.html of the single org.eclipse.graph package instead.

As the documentation in the Wiki and the javadoc comments have been completed, I resolve this ticket as fixed for 3.10.0 RC3.
