The root pom of the new ui.tools repo contains configuration for "tycho-packaging-plugin"

This duplicates configuration that is given in the eclipse-platform-parent pom, so it is unnecessary to re-specify it here.

I will submit a small patch to remove the unnecessary parts from the root pom.

I tried building with:

mvn clean verify -Pbuild-individual-bundles

Both before and after applying this patch and there seemed to be no difference in the build output.
