The Bower IDE's (See: Bug #459732 -Bower IDE contribution) Update command doesn't follow the real bower's one. 

The command actually does Clear + Install operations instead of just updating the dependencies according the changes made in bower.json file and/or repositories contents.

As Bower IDE contribution is replaced by the native NPM/Bower support (See Bug #481828), closing it as a Won't Fix
