A colleague was considering a "proposal" to Eclipse Foundation, and reading 

https://www.eclipse.org/projects/dev_process/development_process.php 

[So, first question, I guess, is that still "right" current link?] 

Assuming so, it has at least a couple of broken links: 

https://www.eclipse.org/projects/pre-proposal-phase.php
https://www.eclipse.org/projects/proposal-phase.php 

I could tell (by peeking) those pages are trying to redirect to: 

https://wiki.eclipse.org/Development_Resources/HOWTO/Pre-Proposal_Phase
https://wiki.eclipse.org/Development_Resources/HOWTO/Proposal_Phase

But, the original links result in a "404". I didn't look too closely at the "PHP syntax for Location: but did notice the redirect links start with 'http' instead of 'https' ... if that's related? 

You might check the whole page/document for broken links ... these just happened to be the two my colleague mentioned.

Thanks for the heads-up.  I fixed the links (along with a few other broken ones).

This is the right link.

It looks like Eddy cleaned it all up. I think that we can declare victory.
