I haven't looked at the code, but I think it's not an Icon, but a progress bar in a small box.

I noticed the gtk3 progress bar is much smaller in general. Before you could make it bigger vertically and horizontally, but as of GTK3, it only expands horizontally but not vertically. This can be seen in this snippet: https://bugs.eclipse.org/bugs/attachment.cgi?id=249556   

In gtk2, the progress bar is large, in gtk3, the progress bar is a slim line at the bottom and you can't make it bigger vertically.

This may be hard-coded into gtk3, but I haven't investigated it too deeply yet. Maybe there is some flag to allow it to expand again.

As Leo said, I believe this is just the nature of progress bars on GTK3 vs. GTK2. I'll keep this bug open if anyone wants to investigate/fix it.

I can shed some more light on this now: it's a GTK3 limitation as the appearance of GtkProgressBar has changed quite a bit. There isn't much we can do about this unfortunately.
